Greetings from Warsaw!
Warsaw’s winter is holding on as best it
can, we’re already seeing early buds on the
trees of Lazieki Park and flowers along Nowy
Swiat, and are looking forward to another
beautiful and productive Polish spring. |
|
In two weeks on April 15, Warsaw will
honor the 65th anniversary of the Warsaw
Ghetto Uprising. President Bush will send a
Presidential delegation headed by Homeland
Security Secretary Michael Chertoff, and
including U.S. Ambassador to Poland Victor
Ashe as well as Phyllis Heideman, Managing
Partner of Heideman Nudelman & Kalik, David
Mitzner, Founder and President of RIDA
Development Corporation, and Bill Lowenberg,
President of Lowenberg Corporation to
participate in the ceremonies commemorating
this important event in Polish history.
March was a significant month for two
important bilateral issues. First, on March
10, Prime Minister Tusk and President Bush
met at the White House. It was Mr. Tusk’s
first visit to the United States as Prime
Minister, and a key meeting in our
continuing discussions about placing 10
anti-terrorist ballistic missile
interceptors in Poland. Second, on March 27,
the new Non-Immigrant Visa Section at the
Embassy was opened. This project improves
our ability to provide the very highest in
customer service to Polish visa applicants
and others traveling to the United States.
Also in March, I presented the second annual
Jan Nowak-Jeziorański Award for Public
Service to former Finance Minister and
President of the National Bank of Poland
Leszek Balcerowicz, who is considered the
father of Poland's economic transformation
after communism. His program of economic
shock therapy involving the first
comprehensive implementation of market
reforms in satellite countries of the former
Soviet Union and was a key step toward
developing a market economy. The flourishing
Polish economy of today owes much of its
success to the steps implemented by
Professor Balcerowicz.
We welcomed a number of high level visitors
during the past month, including a
Congressional delegation led by
Representative Rick Boucher (D-VA), and
including Representatives Fred Upton (R-MI),
Tammy Baldwin (D-WI), Albert Wynn (D-MD),
Nick Rahall (D-WV), and Dan Lungren (R-CA),
as well as Bud Albright, Under Secretary of
Energy of the Department of Energy. The
delegation was in Poland for meetings with
the Ministry of Agriculture, the Ministry of
Economy and the Minister of Environment,
with whom they discussed clean coal
technology and climate change.
Former Ambassador to Poland and current
Assistant Secretary of State for East Asian
and Pacific Affairs Chris Hill spoke at the
launching ceremony of the East Asian Center
of the Warsaw School of Economics on Friday,
March 14. He also took time the following
day to address Embassy personnel on current
foreign policy issues.
Norbert Obrycki, Marszalek of
Zachodniopomorskie (Szczecin) Province,
visited the Embassy on Wednesday, March 26.
He is one of the youngest provincial
officials in Poland.
On March 10, anticipating next year’s 50th
anniversary of the Fulbright Program in
Poland, the United States and Poland signed
a new Fulbright Agreement which will greatly
expand the exchange of students, teachers
and scholars between the two countries. This
is the first time in the program’s history
that the Polish government has pledged full
partnership and parity, which will directly
affect the future success of this important
exchange Program. We continue to have a very
successful exchange programs with Poland.
For example, we recently welcomed a group of
33 agricultural leaders from the Illinois
Agricultural Leadership Forum to Poland who
visited to gain exposure to international
farm issues, learn more about the Poland’s
agricultural sector and expand their network
of contacts for future business
opportunities.
I also recently awarded the two high school
student winners of this year’s annual Know
America contest an exchange opportunity at
the Benjamin Franklin Fellows Initiative, an
international summer camp for youth. The
Know America contest is a nationwide
competition for high school students from
all over Poland that tests knowledge about
the United States, and has become one the
year’s true highlights, celebrating the
thinkers and leaders of the future.
The Commission on Security and Cooperation
in Europe held a hearing in Washington on H.
R. 3320, an Act that would provide $5
million in development assistance to the
Museum of the History of Polish Jews in
Warsaw. This is a very important step toward
realizing the museum’s goals of educating
future generations on a very significant
period of Poland’s past.
In mid-April, Pam Quanrud will become Deputy
Chief of Mission at the Embassy. Ms. Quanrud
is coming to the Embassy from her recent
post as Economic Counselor in Moscow. I look
forward to working with her and want to
express my deep appreciation for the
outstanding work of Mary Curtin, who served
as DCM in an interim capacity.

Ashe welcomed Norbert Obrycki, Marszalek
of Zachodniopomorskie (Szczecin)
Province, on Wednesday, March 26 to the
U.S. Embassy in Warsaw for a brief
meeting. Ambassador Ashe was in Szczecin
in January 2008, but Marshall Obrycki
was abroad at the time and they were
unable to meet. Marshall Obrycki will be
in Warsaw from March 26 until April 1
and took the opportunity to update the
Ambassador on current issues in

Ambassador to Poland Victor Ashe
officially opened the new Non-Immigrant
Visa Section waiting room at the U.S.
Embassy in Warsaw on March 27. The new
space is the culmination of a
multi-year, multi-million dollar effort
to ensure that Embassy Warsaw provides
the highest possible level of efficiency
and customer service to visa applicants
in Poland. The new waiting room and
enclosed entrance hall are designed to
protect applicants from the weather once
they enter Embassy grounds and to
provide a spacious, comfortable
environment during the interview

Ambassador Congratulates "Know America" Winners |
|
U.S.
Ambassador to Poland Victor Ashe hosted
30 high-school student winners of this
year’s Know America Contest at a
reception at his residence on March 26,
2008. The Ambassador presented
certificates to each of the 30 winners
and awarded “Cultural Links” diplomas to
contest coordinators Piotr Szczepański,
President of the Rural Development
Foundation, and Justyna Duriasz-Bułhak,
also of the Foundation. The reception
was attended by competition winners,
their parents and principals, American
studies experts, Mr. Eugeniusz
Grzeszczak, PSL Sejm Deputy, and Mr.
Zbigniew Konwiński, PO Sejm Deputy from

US National Soccer Team Defeats Polish Team 3-0 |
|
The US
men’s national team defeated the Polish
national team 3-0 on March 26 in Krakow.
The friendly match puts the US and
Poland at an even 7-7-2 record. US Coach
Bob Bradley praised the crowd and the
special atmosphere in Krakow, adding
that a win against a good team like
Poland showed the discipline of the US
players. Before the game, US Ambassador
Victor Ashe watched the US men’s
national soccer team practice in Krakow. [more] |

13, 2008 in the Rayburn House Office
Building, Washington, D.C., Congressman
Alcee L. Hastings, chairman of the
Commission on Security and Cooperation
in Europe (U.S. Helsinki Commission),
held a hearing on H. R. 3320, an Act to
provide assistance for the Museum of the
History of Polish Jews in Warsaw (its
Senate analog is S. 2679). The Bill
would provide $5 million toward
development and construction of the

On Tuesday
March 11, 33 agricultural leaders from
the Illinois Agricultural Leadership
Forum (IALF) visited Poland to learn
more about the country and its farmers.

residence, welcoming the group to Poland

Veteran TV journalist Susan Spencer of CBS News visited Poland as part of the Embassy's Speakers' Program and spoke at the International Women’s Day event hosted March 13 by U.S. Ambassador to Poland Victor Ashe at his Residence. Ms. Spencer presented a video illustrating how women have been portrayed in the U.S. media since the 1940s, and then offered her comments on the current presidential campaign in a presentation entitled “Women in the Age of Hillary.” [more] |

| The fifth annual California Dreaming Wine Festival took place in Warsaw on March 12, 2008. This is the largest California Wine Event in Poland and is organised by the Wine Institute of California in cooperation with the U.S. Embassy and Tratoria PR Agency. The Festival promotes California wine to Polish wine distributors. California is one of the most popular wine regions in the world and offers a wide and attractive range of great wines. [more] |

| Assistant Secretary of State for East Asian and Pacific Affairs and former U.S. Ambassador to Poland Christopher R. Hill was the keynote speaker at the launching ceremony of the East Asian Center of the Warsaw School of Economics, on Friday, March 14. The launching ceremony introduces the Center to the academic, political and business communities in Poland. Directors from Asian/East Asian Centers at universities in Europe, CEOs from East Asian multinational companies, and political decision makers who are involved in European – East Asian relations attended the ceremony and conference. Poland is a close partner of the United States in pursuing our common strategic objectives of advancing global freedom and security. Poland has been a leading contributor for five years in the effort to secure freedom in Iraq, and is helping to meet the need for further contributions to the security and development of Afghanistan. | U.S. Ambassador to Poland Victor Ashe and incoming Deputy Chief of Mission Pamela Quanrud met with Robert Kupiecki, Poland’s next Ambassador to the United States on Tuesday, March 4. Ambassador Ashe remarked that he looks forward to working with Ambassador Kupiecki in further fostering the close relationship between Poland and the United States. Ambassador Kupiecki is a graduate of Warsaw University’s Faculty of History, and holds a doctorate in political science. He is an expert in international relations and security policy. [more] |

| On March 3-4, 2008, Robert Bell visited Warsaw to speak on missile defense as part of the U.S. Embassy's missile defense outreach program. Bell, who was a Special Assistant to President Clinton for National Security Affairs, the National Security Council Senior Director for Defense Policy and Arms Control, and NATO's Assistant Secretary General for Defense, is one of the most knowledgeable experts on this issue. He addressed experts, academics, students, defense industry representatives, and the general public during presentations entitled "Missile Defense in Europe: Past, Present, and Future." [more] |

U.S. Ambassador Victor Ashe met with Brigadier General Mark Milley, Deputy Commanding General for Operations of the 101st Airborne (Air Assault) Division on Tuesday, March 4, as part of BG Milley's visit to Poland to participate in Poland's Afghanistan Mission Rehearsal Exercise -- BAGRAM III -- at the Wędrzyn Training Area in western Poland. The 101st AASLT Division will replace the 82nd Airborne Division as the Regional Command - East Headquarters in April, 2008, and will serve with the Polish Battle Group when the third Polish rotation begins operations in May, 2008.
